Dr. Raymond Omollo,PhD, CBS

Dr. Raymond Omollo, PhD, CBS is the Principal Secretary for the State Department of Internal Security and National Administration in Kenya's Ministry of Interior, appointed by President William Ruto in 2022. He brings over two decades of distinguished service spanning the public and private sectors, with deep expertise in applied statistics, data governance, and national security policy.

Dr. Omollo holds a Bachelor of Science in Statistics and a Master of Science in Applied Statistics from the University of Nairobi, and a Doctorate in Applied Statistics from Maseno University. His academic work has been complemented by collaborative engagements with the World Health Organisation, FAO, AMREF, and King's College London. Prior to his current role, he served as Managing Director of the Lake Basin Development Authority, steering socio-economic development across 18 Kenyan counties.

Under his leadership, the State Department has advanced critical reforms in crime research, police modernisation, cybersecurity, maritime security, border control, and counter-terrorism. He is a member of the Council of Europe's cybercrime advisory network and brings a data-driven approach to national governance.
